    What Parking Lot Layout Design Includes

    Layout design is the drawing that comes before the paint. It fixes where every stall, aisle, accessible space, access aisle, crosswalk, fire lane and loading zone sits, and it does that on paper where a change costs nothing instead of on pavement where it costs a removal.

A van parking space is 132 inches wide minimum, with one exception: a van space may be 96 inches wide minimum where its access aisle is 96 inches wide minimum. Access aisles serving car and van spaces are 60 inches wide minimum, they extend the full length of the spaces they serve, and two parking spaces are permitted to share a common access aisle.

    Access aisles must be marked so as to discourage parking in them. The Standards’ own advisory on that point notes that the method and color of the marking are not specified by the requirements, though they may be addressed by state or local law — which is why the striped hatch pattern most people picture is a convention, not a federal dimension.

    Access aisles must not overlap the vehicular way. For angled van spaces, the access aisle must be on the passenger side. Parking spaces and their access aisles must be at the same level, with changes in level not permitted, and slopes no steeper than 1:48 are allowed for drainage. Van spaces, their access aisles and the vehicular routes serving them need 98 inches minimum of vertical clearance.

    Drive-Aisle Widths and Traffic Flow

    Here is something worth being straight about: the ADA Standards do not set drive-aisle widths on a parking lot, and neither does the federal manual for traffic control devices. Drive-aisle width, stall depth, angled-versus-90-degree parking and the standard stall width for non-accessible spaces are set by the local zoning or land development code of the jurisdiction the property sits in.

    For a property in the City of Greenville that is the city’s development standards; in unincorporated Greenville County, Spartanburg, Anderson, Pickens or Oconee County, it is that county’s. They are not identical, and a layout drawn to one municipality’s minimums is not automatically approvable in the next one.

    What a layout can do is make the geometry work with the traffic. Two-way aisles need more width than one-way aisles for the same stall angle. Angled stalls read as one-way to drivers whether or not you mark them that way. Fire apparatus access has its own minimum width that is not negotiable against parking count.     Does MUTCD Apply to a Private Parking Lot?

    Not to the parking areas and driving aisles, no — and the regulation says so in plain terms.

    23 CFR 655.603(a) makes the Manual on Uniform Traffic Control Devices the national standard for traffic control devices installed on any street, highway or bicycle trail open to public travel. It then defines what “open to public travel” covers, and the definition is broader than most people expect: it includes toll roads and roads within shopping centers, airports, sports arenas and other similar business or recreation facilities that are privately owned but where the public is allowed to travel without access restrictions.

    The exclusion is where it gets useful. The same paragraph states that parking areas, driving aisles within parking areas, and private highway-rail grade crossings are not included in that definition.

    So the two halves have to be read together. A privately owned access road running through a shopping center, where the public drives without restriction, is inside the MUTCD’s scope. The parking bays and the aisles that feed them are outside it. That distinction decides which markings on your property are governed by a federal standard and which are governed by your local code and your own risk management. It is also why we design layouts to MUTCD conventions where the geometry warrants it — a stop bar that looks like every other stop bar a driver has seen works better — without claiming the manual requires it inside the parking field.
