What a Parking Lot Layout Plan Includes
A layout plan decides where every line goes before any paint is mixed. It sets the stall count and stall angle, the width of the drive aisles, the direction of travel, where the accessible spaces sit relative to the building entrance, where fire lanes and loading zones run, and where signage and wheel stops belong. For a new lot, that plan is the whole job. For an existing one, it answers the question owners ask constantly: can we fit more cars in here without making the lot worse to use?
Usually the answer is yes, and usually it comes from stall angle rather than from squeezing stall width. Ninety-degree stalls hold the most cars per square foot but need the widest aisle and two-way traffic. Angled stalls at sixty or forty-five degrees need a narrower aisle and are easier to enter, but they force one-way circulation and they cost you capacity. Which one wins on your property is a function of the shape of the paved area, where the entrances are, and whether delivery trucks have to turn inside it.
We produce the layout, mark it out, and stripe it. We do not pave, resurface, sealcoat or fill cracks — if the asphalt underneath needs that work, it should happen before we mark the surface, not after.
Stall, Aisle, and Drive-Lane Geometry
Geometry on a private lot comes from your municipality’s zoning code, not from a national standard. What follows is the shape of the decision rather than a set of numbers we could publish for forty-six different towns:

The two constraints that are not negotiable are the accessible parking requirements and the fire apparatus access route. Everything else is a capacity decision inside whatever your village allows. We check the accessible count and the fire lane clear width first, because those are the two that force a redesign if they are discovered late.
Accessible Parking Counts and Placement
The number of accessible spaces is set by the total number of spaces in the lot, under section 208.2 of the 2010 ADA Standards for Accessible Design, and at least one in every six accessible spaces must be van accessible under 208.2.4. Placement matters as much as count: section 208.3 requires accessible spaces to sit on the shortest accessible route to the accessible entrance they serve, which on a re-layout frequently means moving them rather than simply repainting where they already are.
Geometry comes from section 502 — space width, an access aisle running the full length of the space, aisle marking that discourages parking in it, and a surface with slopes no steeper than 1:48 in all directions. Two adjacent spaces are allowed to share one access aisle. Getting the slope requirement right is the one that catches people out on an existing lot, because it is a property of the pavement, not of the paint.
How a Layout Job Runs, Step by Step
- Site visit and measure. We measure the paved area, note the entrances, the building doors, existing drainage and any fixed obstruction that constrains circulation.
- Code check. We confirm which jurisdiction governs the property, pull the applicable parking-area provisions, and establish the required accessible count and fire lane clear width.
- Layout options. Where capacity is the goal we usually present more than one option, because stall angle trades capacity against circulation and that is your call, not ours.
- Mark out. The chosen layout is chalked or set out on the surface so you can walk it before it is permanent. Changes are cheap at this step and expensive after.
- Stripe. Lines, symbols, arrows and hatching are applied in traffic paint, accessible spaces and fire lanes first.
- Walk-through. We walk the finished lot with you against the plan.
Where the Rules Actually Come From: City of Chicago vs. Your Village Code
This is the part almost every striping contractor gets wrong, and it matters here because this territory straddles a jurisdictional line. Eight of our fifty-eight ZIP codes are inside the City of Chicago. For those properties, parking-area design is governed by the Chicago Zoning Ordinance — section 17-10-1000 covers parking area design and 17-10-1001 covers the dimensional standards — and the City’s own CDOT Street and Site Plan Design Standards sit alongside it. Every other town we serve runs its own municipal zoning code, and a Chicago section number has no force in Wheeling, Palatine or Crystal Lake.
There is a second, more common error worth naming. The Manual on Uniform Traffic Control Devices is routinely cited by striping companies as the standard governing parking lot markings. That is wrong. Under 23 CFR 655.603(a), parking areas and the driving aisles within them are expressly not considered maintained for public travel, which places them outside the MUTCD’s scope. The MUTCD remains the right reference for the design of a traffic sign face, and we follow it for that. What it does not do is govern how your lot is striped, so a contractor telling you your stalls must be “MUTCD compliant” is quoting the wrong document.
