Layout is the part of a striping job that happens before anyone opens a paint can, and it is where the money is either made or lost. A lot laid out badly is a lot you repaint into the same problem every few years.

Stall and Drive-Aisle Dimensions Under the Louisville Metro Land Development Code
Off-street parking geometry in this jurisdiction is a zoning question, not a traffic-engineering one. It lives in the Land Development Code, Chapter 9, Parking and Loading. The provisions that govern a commercial lot are Section 9.1.12, Parking Area Improvements and Maintenance, and Section 9.1.13, Parking Area Layout and Design, with the dimensional requirements set out in Table 9.1.3, Minimum Parking Dimensions By Parking Class.
That table is what determines your minimum stall width, stall depth and drive-aisle width, and it varies by parking class instead of giving one number for everything.
We are not printing those figures here, deliberately. The current code is hosted on a platform our tooling is not permitted to fetch, and the only full text we could obtain first-party is a 2006 edition attached to a document from one of the Jefferson County cities that holds independent zoning authority — so it may not match Metro’s adopted chapter even for its own era. Chapter 9 was amended in September 2023. Publishing figures from that source as current law would be worse than publishing nothing, and we would rather tell you where the numbers live than tell you numbers we cannot stand behind. One structural point that is safe to state and worth knowing: Section 9.1.12(G) does not set accessible-stall geometry itself. It defers to local ordinances and to federal or state law. So anyone citing the Land Development Code as the source of your ADA stall dimensions has the wrong instrument — those come from the 2010 ADA Standards.
And here is the interaction almost nobody writes about. Kentucky’s traffic-control regulation, 603 KAR 5:050, incorporates the Manual on Uniform Traffic Control Devices, 11th edition, December 2023, and applies it to any private road open to public travel. That definition has two halves and both matter. It reaches privately owned roads within a shopping center, airport, sports arena or similar facility where the public travels without access restrictions — so an access road or ring road through a retail center is in scope. It expressly does not reach a parking area, or a driving aisle within a parking area. The parking field itself sits outside state traffic law; the road that serves it may not.
The local code is where the manual comes back. The Land Development Code carries its own striping provision requiring off-street spaces to be delineated with durable painted lines meeting MUTCD standards, or as approved by the agency responsible for approving off-street parking facilities — which may also waive the requirement based on the surfacing material and other factors. We are citing that provision rather than quoting it as current text, for the same reason we gave above: the readable full text we can obtain first-party is the 2006 edition, and Chapter 9 was amended in September 2023. The shape of it is what matters here — the manual that state traffic law shows out the front door tends to arrive again through local ordinance.
Angled vs. 90-Degree Layouts
The trade-off is not simply “which fits more cars.” It is a system with four variables that move together.

Which one yields more spaces on your specific lot depends on the lot’s dimensions, not on the general rule. Angled parking uses more area per stall but needs less aisle, so on a shallow site the aisle saving can win and on a deep site the stall efficiency usually does. From Site Plan to Painted Lot
- Measure what is there. Overall dimensions, existing stall count, aisle widths, entrances, islands, drainage, obstructions, and the condition of the pavement.
- Establish the constraints. The applicable parking class and its dimensional minimums from the live code, the accessible-space count required by the 2010 ADA Standards for the total space count, fire access requirements, and any approved site plan already on file.
- Test arrangements. Usually two or three, with the stall counts and the trade-offs stated plainly — no single option dressed up as the answer.
- Produce a marked-up layout. Something you can hand to a tenant, a lender or a planning reviewer.
- Lay it out on the ground. Chalk and string before paint. This is where errors get caught cheaply.
- Stripe it. Layout lines, symbols, arrows, hatching and signage in sequence.

How do I know how many stalls will fit?

Does the MUTCD apply to a private parking lot?
Not to the parking area itself. 603 KAR 5:050 excludes a parking area, and the driving aisles within a parking area, from the definition of a private road open to public travel. But the same definition includes privately owned roads within a shopping center, airport or sports arena where the public travels without access restrictions — so an access road through a retail center can be in scope even when its parking field is not. And your local land development code may require MUTCD-standard markings regardless, subject to the approving agency’s discretion. The honest answer is a two-step, and most pages only tell you one of them.
Who sets the stall and aisle dimensions my lot has to meet?
The Louisville Metro Land Development Code, through Table 9.1.3 of Chapter 9, which sets minimum parking dimensions by parking class. It is a zoning instrument, not a traffic one, so the numbers depend on how your site is classified. Accessible stall geometry is a separate question and does not come from the Land Development Code at all — Section 9.1.12(G) defers that to federal and state law, which means the 2010 ADA Standards.
How many accessible spaces does the layout need?
That comes from Table 208.2 of the 2010 ADA Standards, keyed to the total number of spaces the lot provides, and it is calculated per parking facility, not per property. Of the required accessible spaces, one in every six or fraction of six has to be a van space. We build the accessible-space requirement into the layout from the beginning, because retrofitting it into a finished arrangement is how lots end up with awkward, non-compliant corners.
Can you work from an architect’s site plan?
Yes, and most of our new-construction work arrives that way. We take the drawing, verify it against the pavement as built, and lay it out on the ground before painting. That verification step matters more than it sounds: sites routinely finish a few inches off the drawing, and a discrepancy that is trivial on paper can make a stall run or an accessible route fail to fit. We flag it before painting; catching it afterward costs real money.
