    Every accessible space must be 12 feet wide, against a federal minimum of 96 inches, and the accessible route connecting it to the entrance must hold 44 inches of clear width against a federal 36. Both of those are stricter than the national floor, and both are usually what makes a nominally compliant out-of-state layout fail here. Read the same subsection carefully, though, because it cuts both ways: open to public travel expressly includes roads within shopping centers, airports, sports arenas, and other similar business or recreation facilities that are privately owned but where the public is allowed to travel without access restrictions. So a retail center’s ring road can sit inside the manual’s scope while the parking bays it feeds sit outside it, and a single property can contain both.
