What a Layout Design Includes
Before any paint, a layout is a set of decisions about how vehicles and people move through a piece of pavement. We measure the usable area, subtract what cannot be parked on, and then work out how many spaces the site can actually hold at a workable aisle width — rather than how many would fit if nobody had to turn.
A finished layout covers stall geometry and angle, drive-aisle widths and travel direction, the accessible stalls and their access aisles, the accessible route from those stalls to the entrance, fire apparatus access where the property requires it, loading and service zones, pedestrian crossings, and the signage that makes all of it enforceable. We hand it back as a marked plan you can price, permit if needed, and paint.
Stall Geometry and Angle Options
Angle is the first real decision, and it is a trade between capacity and comfort. Ninety-degree stalls hold the most cars per square foot but demand the widest aisle and the sharpest turn-in. Angled stalls are easier to enter and pair naturally with one-way circulation, at the cost of some capacity.

Maximizing Usable Spaces
Most lots leave spaces on the table in the same few places. Perimeter geometry is the usual one: a bay laid out parallel to the building when the site is deeper than it is wide can cost a whole row. Aisle direction is another — converting a two-way aisle to one-way angled parking sometimes recovers a row on a constrained site, and sometimes loses one, which is why it gets measured rather than assumed.
Then there is the dead area nobody counts: over-wide end islands, an unused loading apron, a drive lane wider than the traffic needs, and stall runs that stop short of a boundary because the original stripe crew ran out of straight line. On a restripe we can often recover several spaces from those without touching a curb. What we will not do is squeeze capacity out of the accessible stalls, the access aisles or the fire lane, because those are not discretionary.
Accessible Routes and Space Placement
Accessible parking is a placement problem before it is a striping problem. Under the 2010 ADA Standards, accessible spaces serving a building must sit on the shortest accessible route to an entrance, and where a lot serves more than one accessible entrance the spaces get dispersed rather than banked in one corner.
The dimensions are fixed and worth stating plainly. A car accessible space is at least 96 inches wide and a van space at least 132 inches wide, though a van space may be 96 inches wide where its access aisle is also at least 96 inches. Access aisles are at least 60 inches wide, run the full length of the spaces they serve, and must not overlap the vehicular way. Two spaces may share one access aisle. For angled van spaces, the aisle goes on the passenger side. Where stalls are marked with lines, widths are measured from the centerline of the markings.
Drive Aisles, Fire Access, and Circulation
Circulation is where a layout either works on the ground or only works on paper. Aisles need to carry two-way traffic if the stalls are 90 degrees, feed the entrances without forcing a driver across the whole lot, and give delivery vehicles somewhere to stop that is not the fire lane.
Fire apparatus access is the constraint people discover last and regret most. In unincorporated Harris County the fire code sets an unobstructed access-road width of not less than 20 feet with a vertical clearance of not less than 13 feet 6 inches, and requires access to extend to within 150 feet of all portions of the facility. A layout that parks cars into that envelope will not survive an inspection, so we plan the fire access first and fit the parking around it.
Which Rules Actually Apply to a Private Lot
Three different rule sets get invoked in parking-lot conversations, and only some of them apply.
The ADA Standards apply — accessible space counts, dimensions, routes and signage are federal and they govern private commercial property open to the public. The Texas Accessibility Standards apply as the state’s parallel requirement, administered through TDLR.
The MUTCD is the one that gets misquoted. Federal regulation at 23 CFR 655.603(a) defines “open to public travel” to *include* roads within shopping centers, airports, sports arenas and similar privately owned facilities where the public travels without access restrictions — so the manual can reach the *roads* through a commercial development. The same provision then excludes parking areas and the driving aisles within them. Both halves are true, and most contractors quote only one of them. The practical read: your drive through a shopping center may be in scope, your parking field is not.
Local ordinance is the fourth layer and often the binding one — stall dimensions, minimum counts where they still exist, landscaping islands and circulation are set by the city or county your property sits in.

What is the best layout for a parking lot?

There is no universal answer, which is why we measure and price two or three schemes rather than defaulting to one.
How do you design a parking lot layout?

The federal accessible-space dimensions are fixed everywhere: 96 inches minimum for a car space, 132 inches minimum for a van space, and a 60-inch minimum access aisle.
What is a 45-degree parking layout, and when is it the right choice?
Stalls set at 45 degrees to a one-way aisle. Drivers enter with a gentle turn instead of a hard one, which makes it forgiving for high-turnover frontage and for sites where the aisle cannot be widened. The trade is capacity — it holds fewer cars than a 90-degree layout on the same pavement. It earns its place on tight, irregular or one-way sites.
Does the MUTCD govern my parking lot?
Partly, and the answer is more interesting than the usual one. 23 CFR 655.603(a) says “open to public travel” includes roads within shopping centers, airports and sports arenas that are privately owned but open to public travel. The same section then excludes parking areas and the driving aisles inside them. So a drive road through a commercial development can be in scope while the parking field beside it is not. Most sources quote only the exclusion.

Who approves a new parking layout in unincorporated Harris County?
It depends what you are changing. Fire apparatus access falls to the county fire code officials, and the Harris County Fire Code applies in the unincorporated areas. Site development and drainage go through county permitting. Accessibility review in Texas runs through TDLR and its Registered Accessibility Specialists on projects that trigger it. If your property is inside Houston, Katy, Tomball, Conroe, Magnolia, Fulshear or Brookshire, the city is the authority instead — we confirm which before design starts.
Can a restripe increase the number of usable spaces?
Often, yes, without moving a curb. Rotating a bay, converting an aisle to one-way angled parking, tightening over-wide end islands, or extending a stall run that stopped short can each recover spaces. We will give you the honest count for each option — and we will not find the extra spaces by shrinking the accessible stalls, their aisles, or the fire lane.
