A parking lot layout is a compliance document that happens to be painted on asphalt. It decides how many cars you can park, whether emergency vehicles can reach the building, whether a wheelchair user can get from a stall to your front door, and whether the city signs off on the site. Get it right and nobody ever thinks about it. Get it wrong and it surfaces as a failed inspection, a complaint, or a lawsuit.

What Actually Governs a Private Lot Layout
Most striping companies get this backwards. The Manual on Uniform Traffic Control Devices does not govern your parking lot. Under 23 CFR 655.603(a), the MUTCD applies to roads open to public travel, and the rule specifically excludes parking areas and the driving aisles within them. So when a contractor tells you your lot must be striped “to MUTCD,” they are citing a standard that does not reach your property.
Three things actually do govern it:
- The federal ADA — the 2010 ADA Standards for Accessible Design set accessible space counts, dimensions, access aisles, and signage.
- The local fire code — in Kansas City that means yellow fire lanes under section 503.3.1, and the fire chief decides where the lane goes.
- Municipal zoning — Kansas City’s Zoning and Development Code, section 88-420, writes the stall and aisle dimensions directly into law.
That last one is where the real numbers live, and almost nobody publishes them.
Kansas City Stall and Drive-Aisle Dimensions
Kansas City’s Zoning and Development Code, section 88-420-15-A, sets the minimum size of a parking space:

Section 88-420-15-B sets the drive aisle that serves those spaces, and the width depends entirely on the angle you park at:

Those are the standard-space figures. Where an aisle serves more than one parking angle, the greater required width governs the whole aisle — a detail that quietly kills a lot of clever mixed-angle designs.
Two more constraints from the same section that shape a layout before you draw the first stall: every nonresidential lot has to let vehicles enter and exit the street in a forward motion (88-420-15-E), and a curb or wheel stop is required wherever spaces sit next to planting or pedestrian areas (88-420-15-L).
Accessible Space Placement and Count
Kansas City does not just point at the ADA. Section 88-420-14 writes the accessible parking schedule into the city’s own code, and the count table matches the federal 2010 ADA schedule exactly. One accessible space for a lot of up to 25, two up to 50, four up to 100, and so on, with one van-accessible space for every six accessible spaces required.
Those counts attach when a lot is newly built or altered — they are not a duty that lands on an untouched lot. If you are here because you are designing or re-configuring a layout, you are in exactly the situation that triggers them. One exception is worth naming, because it runs upward and it catches people out: a hospital outpatient facility owes ten percent of its patient and visitor spaces, and a rehabilitation or outpatient physical therapy facility owes twenty percent. On a medical property the standard table will leave you short.
The practical effect is that you answer to the city and to the Department of Justice for the same spec. There is one right answer, which is good news. The bad news is that owners still miss the details underneath it, particularly the 5-foot access aisle and the 60-inch minimum sign height measured to the bottom of the sign. Fire Lane Access and Circulation
Fire lane routing is a layout decision, not a painting decision. It has to be settled before the stalls are laid out, because the lane takes precedence over the parking you would rather put there.
In Kansas City, the fire chief or a designee decides where the lane goes and which curbs get marked. The code then requires those curbs be painted yellow along their entire length, and where there is no curb, a ten-inch wide yellow strip. Design the circulation first, and you keep the stalls you planned for. Design it last, and you lose a row.
Maximizing Stall Count Without Losing Compliance
Everyone wants more spaces. The legitimate lever in Kansas City is small-car spaces, and section 88-420-15-I sets its limit: small-car spaces may not exceed 50 percent of the total, they have to appear on a parking plan, and they must be identified by painted pavement markings or signage. An unmarked small-car space is not a small-car space as far as the code is concerned.

It depends what you are changing, and we would rather point you at the code than guess. Kansas City requires small-car spaces to be shown on a parking plan (section 88-420-15-I), and overflow parking on pervious surfaces needs the planning and development director’s authorization (section 88-420-16-O).
