Yes. Our territory covers 51 ZIP codes in Missouri and 22 in Kansas — Jackson, Clay and Platte counties on the Missouri side, Johnson and Wyandotte on the Kansas side. That includes Overland Park, Lenexa, Shawnee, Leawood and Kansas City, Kansas alongside Independence, Lee’s Summit, Blue Springs and Liberty. It matters more than it sounds: the two states have separate statutes and the two cities have separate fire codes, so the same lot design can be marked two different ways depending on which side of State Line Road it sits on.

Yellow. Kansas City’s Fire Code, section 503.3.1, requires fire lane curbs to be painted yellow for the entire length of the curb, from where the curb meets the driving surface to where it meets the sidewalk. Where there’s no curb, the code calls for a ten-inch wide yellow painted strip. The industry default is red, which is why we see so many non-compliant lanes around the metro.

No, and this surprises most owners. Advisory 502.3.3 of the 2010 ADA Standards says outright that the method and color of marking are not specified by the requirements, and may instead be addressed by state or local law. Blue is convention, not a federal mandate. What the ADA does require is that access aisles be marked so as to discourage parking in them.

Both route you back to the same place. Missouri’s RSMo 301.143 requires a sign immediately adjacent to and visible from each reserved space, and says the spaces must meet the requirements of the federal Americans with Disabilities Act. Kansas Statutes Annotated 8-1,128 requires each space to be clearly marked by vertically mounted signs bearing the international symbol of access, and says parking must conform to the ADA. One spec satisfies both sides of the line.

You need the sign. Both state statutes are explicit about it, and this is the single most common compliance miss we find. Missouri requires a sign posted immediately adjacent to and visible from each space; Kansas requires each space to be marked by vertically mounted signs. A beautifully painted stall with a symbol on the pavement and no sign is not a compliant space in either state.

Retail centers, office parks, medical buildings, restaurants, churches, schools, apartment complexes, warehouses and distribution facilities, and municipal lots. If it has painted lines on it and the public parks there, it’s in scope. Sports courts and playgrounds too.

You can, and for a small lot with no accessible spaces and no fire lane, some owners do. The risk is that the parts most likely to be done wrong are the parts that carry legal exposure: accessible space counts and dimensions, the signage both states require, and fire lane color. A DIY line that’s straight and bright can still be a non-compliant lot.
