Do you need a permit to restripe a parking lot?
Restriping an existing layout on private commercial property does not normally require a building permit, because nothing is being constructed and the lot is not changing. Two things do change that. Altering the layout — adding stalls, moving drive aisles, changing circulation — can trigger local site-plan review. And any new or modified fire apparatus access road needs plans submitted to the fire department for approval before construction, sealed by a registered professional engineer, under the Massachusetts fire code.

Yes. The Department of Justice compliance brief on restriping is explicit that when a business restripes parking spaces in a lot or structure, it must provide accessible parking spaces meeting the 2010 ADA Standards. The brief is guidance rather than binding law, and it frames the duty as removing barriers where doing so is readily achievable — which it says restriping usually is. Two details catch people out. The required count is calculated separately for each parking facility rather than across a whole site, and the obligation attaches at the moment of restriping.
When do fire apparatus access road markings have to be in place?
The road and the markings are on different clocks. Under the Massachusetts fire code the access road itself must be provided at the start of a project and maintained throughout construction, so temporary marking is often needed early. Permanent fire apparatus access road markings, by contrast, are not required until the building is complete or occupied for use. That timing rule is worth knowing before you schedule the striping crew on a construction site.
