Stall dimension is the second. Wider stalls mean fewer of them and fewer door dings. Narrower stalls raise the count and raise the rate at which drivers straddle a line, which quietly costs you the space you gained.
Row orientation is the third and the most under-used. Running rows the long way across a lot rather than the short way often removes an entire wasted turning area. On the irregular parcels common across older northeast Boston commercial properties, the perimeter shape usually decides this before anything else does.

Drive Aisles and Traffic Flow

Circulation is decided at the entrance. Accessible Space Placement Under 521 CMR
Accessible parking is the part of a layout with the least design freedom, and in Massachusetts it is governed by two layers rather than one: the federal 2010 ADA Standards for Accessible Design, and the state code administered by the Architectural Access Board.
The state layer adds requirements that have no federal twin, and they change where spaces can go. Under Massachusetts Architectural Access Board 521 CMR 23.00, accessible spaces must be dispersed and located closest to the accessible entrances, and in no case more than three spaces from the accessible entrance. Where spaces cannot be placed within 200 feet of an accessible entrance, an accessible passenger drop-off within 100 feet is required instead. Massachusetts also calls for accessible spaces to be marked by high contrast painted lines or other high contrast delineation, where the federal standard asks only that the width be defined.
The three-spaces rule is the one that most often forces a layout change rather than a marking change. It is a placement constraint, and you cannot paint your way out of it.
Access aisle geometry is set as well: a car access aisle at five feet minimum, a van access aisle at eight feet minimum, and — this is the Massachusetts specific — access aisles clearly marked by means of diagonal stripes. On the van ratio, the federal standard requiring one in every six accessible spaces to be van accessible is more demanding than the state figure, so we design to the federal number.

Massachusetts sets the access road at a minimum of twenty feet of unobstructed width, a minimum inside turning radius of twenty-five feet, and a maximum gradient of ten percent unless the authority having jurisdiction approves otherwise in writing. Designing the opposing travel lane into a new access road is prohibited. Those figures are not advisory: plans for a new or modified access road go to the fire department for approval before construction, must include swept path analysis and turn simulation, and must bear the seal and signature of a registered professional engineer.
For a striping-only project on an existing approved route, none of that applies — we mark what is already approved. For a genuinely new layout, the route is the first thing on the drawing and the stalls are fitted around it, because a design that puts four extra spaces in the turning radius will not be approved and cannot be painted.
