Temporary striping is what you need when the layout has a deadline.
Events. A festival, a fair, a graduation, a church at Christmas, a stadium overflow, a corporate open day. Somewhere that is normally a field or a back lot has to hold cars for one weekend, and it has to do it in an order that gets everyone out again afterwards.
Construction zones. A phased build takes half a lot out of service and the other half has to keep working. Contractor parking, staging areas, exclusion zones, and a route for deliveries all have to be marked, and they will move again when the phase changes.

A sunny January afternoon at a tolerable air temperature can still be sitting on a slab that is far too cold and holding moisture from the morning. Paint applied to a cold, damp, or frozen surface does not bond properly, and it fails early no matter what it cost.
