Layout design is the work that happens before any paint: deciding how many stalls a surface can hold, at what angle, with what circulation between them, and where the accessible spaces go. It is what separates a lot that flows from one that has the same square footage and fights its users every day. How We Design a Parking Lot Layout
- Measure the surface. Dimensions, obstructions, islands, drainage structures, and the actual usable area, which is almost never what the site plan shows.
- Establish the entrances. Where vehicles enter and leave, and where the building’s accessible entrance sits, since that anchors everything downstream.
- Test stall angles. Ninety-degree parking maximizes count on a wide bay; angled parking eases circulation and suits one-way flow on a narrow one. We compare options on your actual dimensions rather than defaulting.
- Place the accessible spaces first, not last. Their location is regulated, and designing around them afterwards is how lots end up non-compliant.
- Route the traffic. Drive aisles, one-way segments, stop positions, and pedestrian crossings from parking areas to the entrance.
- Resolve service needs. Loading zones, dumpster access, and fire apparatus access road clearances.
- Mark it out for review before committing, so you can see the layout on the ground rather than on paper.
Accessible Space Placement and Access Aisles
There is a persistent claim in this trade worth correcting, because it changes which rules apply to your property.
The federal manual on traffic control devices does not govern a private parking lot. 23 CFR 655.603: Standards is explicit at paragraph (a): “Parking areas, driving aisles within parking areas, and private highway-rail grade crossings are also not included” in what counts as a road open to public travel. Read the whole paragraph, though, because the sentence just before that one cuts the other way: roads within privately owned shopping centers, airports, sports arenas and similar facilities, where the public drives through without access restrictions, are expressly included. So on a retail or arena property the internal roadway can fall under the manual while the parking bays and their drive aisles do not, and a contractor who cites it as the governing standard for your stalls is reaching past what it covers.
What does govern the layout is the pairing of federal accessibility standards with Massachusetts’s own parking regulation. 521 CMR 23.00: Parking and Passenger Loading Zones is the state instrument, and three of its provisions shape a layout more than anything else.
Section 23.3.3 governs placement: accessible spaces go closest to the accessible entrance, and “in no case, more than three spaces from the accessible entrance.” Where no space can be located within two hundred feet of the entrance, a drop-off area within one hundred feet is required instead. This is why accessible spaces are placed before the general stalls — get it backwards and the compliant location is already taken.
Section 23.4.6(b) sets access aisle widths at five feet for a car space and eight feet for a van space. Section 23.4.6(e) requires the aisle to be clearly marked by means of diagonal stripes, which is the state answering a question the federal standards deliberately leave open.
One honest caveat. A municipality may adopt traffic-control standards for private lots through its own bylaws even though federal law does not reach them. We have not surveyed the bylaws of all twenty-six towns we serve, so we do not assert either way — if your project is permit-driven, the town’s requirements are worth confirming before the layout is fixed.
